More practically each of these units can serve as HQ in battle.
In the tabletop for this edition which is the 10th I feel they are meh,they can also use the command fix the bayonets but that’s pretty much besides killing a squad member which I don’t find it really useful.
Battlesector as it is based on such edition (10th) it’s interpreting the commissars correctly,they also can be used as Warlords and their model besides all is pretty cool.
It seems from a guide video it actually goes, Castellan, Tank Commander, Commissar, Sergeant.
If anyone can confirm that would be nice otherwise i'll play-test i guess.
