I don't have them, but I assume they pay a bit extra for their units for that chance.
I haven't really played Blood Angels either, but I've seen how much damage they can output.
You don't want to spread your damage too much because Necron regenerate, but using three units to take down a set of Warriors definitely doesn't sound right to me.
If you're going to overkill by a lot, might as well take a chunk out of a different unit and cut their firepower, depending on positioning.
I mean Necron are slow, and a lot of their basic troops aren't great in melee.
iirc each reanimating unit can reanimate once per turn. Meaning, you can hit them with some single target powerful shot, triggering the protocol on a single guy, and then unleash the actual splash/aoe fire to mop them up - they will not be able to recover a model till next turn. Heavy flame/inferno are always solid for wiping them after their reanimation was wasted.
It's a chance for each model to immediately get back up when it's killed. Once they're actually dead they don't come back. Only up to 2 models from each squad can get back up each turn, so focus firepower on one unit at a time to finish them off.
