It's a Command Skill that Carleon can use. In order to use it he needs to get one Command Point, and he accrues points towards getting a Command Point as Blood Angels gain Red Thirst and as Blood Angels die. You can see his current progress towards his next Command Point and how many he currently has on a semi-circular orange meter around an orange number on the right-side of his action bar when Carleon is selected. If you have at least one Action Point you can click on the orange number, and it will bring up a menu where you can choose which Command Skill you want to use. Click Assault Cannon Strafe, and then click its start and end point on the map (it strafes four spaces in a line, can be anywhere on the map), and a Stormraven should come in and rake the area with assault cannons.
The mission briefing mentions it, however, but in a convoluted way: No air support is available because the mission is underground.
After I beat the game I went back and looked for cheat codes just so I could try using the level 3 power. (which was disappointing) I feel like you got to use these powers so seldom they never really made a difference in battle. Either things were going well or they weren't and you needed to start over.
I'd rather have you earn 1 point every turn and get to straff the hell out of the enemy or if you wanted to save them up you could call in a bunch of assault marines or just bombard the enemy with the lvl 3 power.
Most of the missions just felt like grinding out kills anyway.... Would have been more fun to use the straff attack once per turn.
The current system mostly works fine, in my opinion. The level 3 version is a bit lackluster not because it isn't powerful, but rather because by the time you build up three command points, you are probably close to finishing your mission and you don't really need the Typhoon Missile bombardment. Even though Assault Marines fall off hard by the midgame, the level 2 command ability is more useful, as those Assaults can be used to distract something nasty which you don't want going after one of your more valuable units.
It's also worth noting that the Assaults spawned by the level 2 ability don't seem to come with hand flamers even if you have that ability unlocked.
