How do you start the Arcane quest?

I am attempting to do the Arcane Quests with Asellus but the individual card collecting quests are not starting. I picked up the "Cards" in Devin but the individual quests won't start (such as Emilia in Baccarat or Fuse in IRPO). What am I missing?

Also, how do you get to get to Omble for the Shadow quest?

Omble you get sent to by the npc that sells shadow magic when you inquire about the gift. For Emilia did you talk to her, follow the gnome up to the elevator and watched it close the door to head to the basement? If you don't witness that event the manhole will not be open and Emilia will not join.

One thing that might've happened is if you start the quest for the Arcane gift, and then also try to start the quest for the Rune gift, you lose the cards and get rune pebbles instead. If that happened, talk to the Arcane magic lady and ask to start the quest for the Arcane gift again. AFAIK you can only do one at a time.
