How to use gate spell?

I am near the end of Blue's story, but I cannot teleport to Magic Kingdom from Koorong or anywhere. How do I bring up the teleport option?

If you are in the final zone (Hades) where the final boss is, you can no longer return.

That happens with all the other characters when they reach their respective boss

When you suspect that you are about to go to the end of each story, save the game in another file to avoid this (is a well-known "trap" in SaGa games).

You use the gate spell through the region map item.

Gate magic is a dummy spell, it doesn't do anything. Region Map is the item that allows you wrap into different regions. When you enter hell it's basically the point of no return. If you use cheat to modify to make region map appears again (on the PSX version), you can leave hell anytime, I think.

From a purely game mechanics perspective, yes, but that's just how they programmed it. The in-lore reason Blue can teleport around is because he knows the gate spell.
