I've been having a much easier time glimmering things in general. It may be because I'm using BR more effectively, or they may have done something. I don't know.
I don't think they messed with the gun/spell learn rates but with the ability to speed the game up and grind very quickly, it doesn't take long to learn those gun and spell techs. Emilia might have technically had the worst learn rate originally but she still learned things pretty fast. Or I'm just used to that speed of learning since I like mystics and usually run mystic heavy parties.
But still unable to confirm if outfit is changed, because glimmer is already easy without outfit.
Then I confirm this by going into Blue/Fuse run, my Rouge learnt it within half an hour (counting from the time I equip tumble up to when 4 skills is learnt)
I spammed Tumble on Zyphon in 2nd floor of Bioresearch Lab. It is also not dependant on character stats as I have it on both Rouge/Blue when they had less than 20 STR to begin with.
50 hour in and the entire roster has every gun/sword/ martial art skill, this doesn't seem to happen when I played PS1 as a child. It took me 80hours to do that in the past but overall I farmed using the same enemy and method. Gun/ spells, I will always farm Kraken for it.
