You can actually buy one set of spells and have your other companions obtain the opposing gift, then purge your spells at the shop so that you have neither the spells nor the gift for Rune, Arcane, Light, or Shadow.
You can see here that Blue is at Kylin's Paradise even though he does not posses any of the four Gifts that he should, but he does have the remnants of Time and Space from NG+.

You can't get the gifts again with Blue after his story in NG+. But, the gift only allows a character to learn the higher tier spells. If you already have the spells, the gift is meaningless. You can still do the quests, as mentioned previously.
This is why, back in the original, there was a trick with the Rune Sword. You get the Rune gift, then sacrifice your rune spells and buy the 4 Arcane spells to get Shield and Grail, then use the Victory Rune in the Rune Sword. Since your character has the gift, it will learn back all the rune spells eventually. Letting you have both schools.
This also can be done by Mystics and Realm magic via Purple Eye. Learn Realm magic and sacrifice your Mystic spells. Since all Mystics have the mystic magic Gift, they can use Phantasm shot via Purple Eye and relearn all their Mystic magic spells.
So, in NG+, if you let Rouge win, all of the routes that can recruit Rouge will get a super mage with all the spells.
You can always do the quests so other characters get the gifts. And Rouge will keep all his physical techs learned after the duel and also 99 in Int, Con and Psy.
If you let Blue win, he'll be the same in any subsequent NG+ playthroughs for his own scenario and on Fuse's Case Files, as you can recruit Blue in Devin.
The only caveat might be that Rouge's NG+ data affects Master Magician Rouge.
Technically you can get the gift again if you choose to remove the spells you have learned, which can be done at the magic shops, if, for any reason, you prefer that. You can't unlearn Time / Space from the shops though, because you won't have access to the shops.
Rouge will have the NG+ version of the Master Magician spells even if you defeat Rouge and make Blue the Master Magician. The game performs modifications to Blue and Rouge in the character data regardless of which character is placed in the Leadership role after the Duel.
This also works for Rogue so having him win the Blue/Rogue fight once for your NG+ data is worth it because then he has a much larger pool of spells when you first recruit him.
OMG I never noticed, all these years I've just been reading it as Rogue and thinking it was Rogue, but all this time it's been Rouge. Wow.
It sounds like I definitely should let Rouge win one just to get him Mind Magic all maxed out.
Unless there's an method beyond learning new spells that I'm unaware of.
