I agree with you on it being "odd." You can find a video for almost anything, even for a game that pretty much was dead for a year, but I've found a SINGLE post about them. Baffles me.
I think I can confirm that you HAVE TO find the magazines for the achievement, since I just completed all neighborhood quests and sidequests, as well as unlocking all safe houses and still didn't unlock the achievement.
edit: I think I screwed up. I apparently already had the commons achievement for completing all neighborhoods from when I first started playing, but never noticed. For some reason, thought the first zone was Burial Point, not commons.
EDIT: Simon's in Basswood is not at the Pawn Shop. It is on the roof of the General Store, which is the building North-East ofthe Pawn Shop.
Only other one I have left for Commons is Sedgewick, which implies it is West of the chapel/steeple, but I can't find anything.
EDIT: Just got Sedgewick, it's a full two houses West of the steeple. A shed behind the house with the Bloodbag behind a locked door, with a UV light aimed at a Death Mist statue.

Found it. It's in the attic of the garage of the first house when following the street towards south east from the big bridge. Searched the docks like a moron...
Edit: Found it. It's in a boat near the Devil Mother's Range historical marker.
