Yes you're in offline mode? That's the issue. You need to be online. Steam Deck constantly disconnects from Steam/Wi-Fi for me in general, so it's not an ideal device to play on.
It seems to me like playing another game fixes 100% of issues with Redfall.
However I had a few connection issues on one of my three PCs I played Redfall on as well.
What fixed it on that machine was setting the type of network connection to private, ensuring that the Windows (10 Pro 22H2) firewall rules were not blocking anything connecting to *.bethesda.net and using 1.0.0.2/1.1.1.2 as DNS-servers instead of my ISP's ones.
Sometimes it took a few attempts directly after launching Steam when playing at odd hours like 05:00h UTC from Europe, but once the game connected, I was able to play for hours, even when save-scumming a lot and falling back to the desktop.
