Do I have any option to use my Logitech Momo Racing with Forza Horizon 4 - Steam version?
Except for moneyback :-\
Secret Agent McNuggets:
Yes we know about this issue. However this is a Steam Issue as Steam does not support the MOMO wheel correctly for Forza Horizon 4. The wheel IS supported by Forza Horizon 4 through the Microsoft store and on GamePass for PC.
FH4: Supported Wheels and Devices – Forza Support (forzamotorsport.net)
The problem is Steam sees the wheel as a 360 controller and not a wheel. I have seen some people report that remapping the gas and brake pedals to actual buttons on the wheel helps. However some still find issues. Also not using the pedals and remapping to buttons can make playing the game that way not as fun.
Let me know if there is anything else I can help you with.

MrLime3178:
if you are aware of this issue. I want to ask a question, will you fix this bug
I'm sure this is fixable. because i played the steam version of dirt rally and it has no problem recognizing the steering wheel
Secret Agent McNuggets:
We do support the wheel in our games on PC for the Microsoft and GamePass versions.
Steam is in control of what is supported for the games on Steam as its their platform the game is on. Maybe try to contact Steam to see what they say.

MrLime3178:
There is a problem.
As if Steam provides support for games from valve.
your game is a game from a third party developer. since the developers of the forza released the game in steam, it means they must have a communication line with steam
Secret Agent McNuggets:
We do support this wheel for Forza Horizon 4 for PC.
FH4: Supported Wheels and Devices – Forza Support (forzamotorsport.net)
The issue is not the game itself its the communication from the user to the platform (Steam)
At this time the only work around that is available for this is to remap the controls. So change the pedals to buttons on the steering wheel. However this does not work for all users.
I am sorry this is not working for you.

MrLime3178:
So why does everything work fine in other Steam games?
and in your game such problems with client steam.
Perhaps all the same, the problem is that the forza developers poorly ported the game from the microsoft store
if you say there are problems with Steam so tell Steam that peripherals work terrible with forza
Secret Agent McNuggets:
I am sorry for all the frustrations with this wheel. I have given you all the info I have at this time on this issue.
Is there anything else I can help you with?
