As to the whole licence issue, we don't know the inner workings of that and how it works but it probably costs millions a year to licence the cars and there's a point of dminishing returns. Licencing across multiple games no clue but they may end up paying for car licences for multiple games when it only ends up in one game.
Probably part of the limited licences is so that people naturally gravitate towards the curent game.
As to The Crew, that game was completely stopped as it was online only play...Forza horizon has always been possible to play offline so it's not the same

It's really good thing that servers won't close and offline will work, I even recall some guy gets FH1 and was able to play it thru emulator or smth, and game was working fine.
Seems like 10k+ playing people at the same time and current sales aren't enough to keep the license or smth.
Its always 40+y.o. people who ruins the fun for everyone just to get max profit for themselves. It's wierd that car companies are taking this much money then, since, I bet, a lot of people would buy a car just because they enjoyed their experience with it in a videogame, and Forza has a giant community, so games like this are great advertisement for them.
At this rate, the game keys will soon run out and many people won't exprience the game. Or even now they won't cuz it will be too much troubles getting the game. Even if its not that unic since there is FH5 and maybe more games of this sereis in the future, it still has unic big map and many routes. Would be hundreds of inexperienced hours.
There would be untold complaining if car brands gradually disappeared from the game over time - even the loss of a few Hot Wheels cars has people crying on here.
The time limited licencing and de-listing of the game is probably the best way to maintain the integrity of the game. There was about a 6 month winding down process which was difficult to miss if you were active on Steam and aware of Forza Horizon.
I can assure you that your generation will probably be worse. I'm in my late 40s, I have seen a lot, I have been gaming since the days of the Atari, the very 1st one. I really seen it all. And most of the trouble today in the gaming industry comes from the new people, the young ones obsessed with the "modern audience." I'm not just talking about Woke crap, but the mentality as a whole. Generations are getting worse as they come. More fanatical, more corporate minded, and less inclined towards serving the customer base.
I bought the game long time ago and I still can install and play it BUT what happens if the servers will go down some day? I mean yeah I cant play online anymore but am I able to play the game without servers in "offline" mode?
Yes you can. The servers for FH1 and FH2 were both turned off last year yet the games still remain playable. The game has always had an offline mode...the servers turning off will remove multiplayer, remove tune and design downloading and probably custom tracks but the base game will work fine
