where did you get the hoonigan rs200? i read that it is a "hard to find" vehicle. did you win it?

Just go driving around in circles, jumping and hitting stuff at the beach dunes next top the Castle. That is guaranteed 1,000,000 skill points. Just make sure it's an appropriate offroad vehicle.
Another easier one is driving the wrong way, back and forth, at the highway. But very important, you have to go SOLO as this spawns much more traffic. Some of these skills like Ultimate Near Miss can be repeated over and over without penalty. I can do 1,000,000 and more all day doing that.
Also, make sure to spend your points on multipliers and bonuses. And as an extra, go race with your radio ON, as soon as you finish the race and the song that was playing is over, a Skill Song should start right after. This will help you even more.

Yeah, these songs will multiply all final skills you're gaining x2. So with the right vehicle and skill multipliers, you'll have on top of that another multiplier.
Note that to unlock skill songs, you have to buy the Huntsman Lodge house.
is the hoonigan rs 200 the only car who got this crazy multiplier perk? i unlocked all perks for the hoonigan rx-7 twerstation but i had no luck with this one =(
In fact, there are several cars (34?) that have 7x multiplier with good skills and, on top of that, have 3x multiplier that allows you to build skillpoint multiplier 3 times faster. Three of those cars are so called Forza Edition, that give additional boost to certain skills, these three are:
Alfa Romeo Guilia Quadrifoglio Forza Edition (my favourite out of them for no particular reason). Gives event influence boost (you get more event points after finish of any race event, but that's slightly irrelevant here). Could be tuned pretty much well to be fun car, IMHO.
BMW M6 Forza Edition. Gives drift skills boost, more on that later.
Renault 5 Forza Edition. Gives Skills boost. Not sure how exactly this works.
Now on skill points farming. Free roam:
Go do either Airfield of Beach drag strips and do just that - drift. Do one slide with normal drift, another one with e-brake. Intermittent crash into something breakable (rubbish bins are good at a start of series), sideswipe, 180, will build up multiplier. On a lucky run from one end to another of both drag strips (on airfield I recommend to go further, up to U-shaped dirt road and only then return to drift race starting point) should give you 7-to-10 skill point easily without skill song.
Alternatively, go to Hunter's Lodge, there are two "clearings" nearby, where you introduce some more destructive notes to your symphony, so to speak - terrain there is uneven, so it'll introduces jumps (air and kangaroo), and, as there are trees, occasional lumberjacks will happen.
Oh, and turn traction control off. It'll help with drifting. So much in fact, if you use Renault, you may find yourself not just moving sideways, but still forward, but having your rear wheels ahead of your front wheels, but still moving... forward? Well, where forward was before you started drifting. Looks hilarious, feels hilarious, earns points - what's not to like?

Well, there are some cars that don't have such multiplier, but still allow you to earn enough skill points anyway and to earn money as well. To make long story short:
Look for Aston Martin Vulcan Forza Edition or Pagani Zonda Forza Edition (there is also Bentley Continental Forza Edition, but for me it earns less points). Why? They have Clean Skill bonus. When properly buffed via skills, these two gum shoes will allow you to earn a lot of skill points while racing. Yes, both are good on tarmac only (and, preferably, dry one, so avoid winter with them:)), but! There are custom races. One, at the South of highway a.k.a. bottom roundabout, Elmsdon on sea. Another is near second from the North roundabout, where Juggernaut (last drag race), Coastal Rush Cross Country. Both have plenty of highway-mostly races, both circuit-style and point-to-point style in all three disciplines - track (blue), dirt (orange), cross-country (green). Pick one with custom tracks of appropriate length (don't get bored on too long ones), check whether AI trail is long and winding, ramp up all the difficulties (I play on 95% with ABS on and damage off) and go forth, my friend. In a few minutes your Clean Skill car will quickly build up clean skills, that will go on and on. On top of that, you will earn credits and influence in relevant racing series.
Bored again? Try modified (custom) races on other racing starts, but more or less close to something more interesting that lapping on highway. But in this case, if you'll want to check any of grand races (titan, gauntlet, colossus), I recommend to turn driving line on. After an hour of race everything will turn to blur and you may miss some turn, some trees may try to cross the road on a red light, you know - stuff happens:)).
When it comes to Speed Skills cars (TVR Sagaris Forza Edition, for example), by my calculations they earn less skill points per race than Clean Skill cars, but they aren't required to actually race. So there's that.
Of course there are far more cars to drive and locations to farm (flower fields in Lego Valley, or many fences areas on Treasure Island), but that's for you to find out. ;)

Oh is 999 really the max? That’s a weird cap, and I assumed that was just the limit the UI would show, cause I have 999 skills points over my time playing I haven’t spent, same for super wheels. It only shows like 9 max when you actually have more so I don’t think 999 is the max..
After acquiring so much money, skill points do start to become useless.
