Steps to fix the error "E:2028-0" for Steam version:
1. Open the Windows operating system registry with administrator rights.
2. Find and delete the "ForzaHorizon4ProtocolSelect" directory.
3. Launch the game, log in to your Xbox profile.

Issue of the problem in my case:
1. Close steam
2. Find the directory [disk with windows]\Users\[your user]\AppData\Local\ForzaHorizon4\
3. Backup and Delete all files and folders in this directory
4. in my case i has backup two-week ago of this files.
5. Copy backup in this directory
6. Run steam offline mode
7. Start FH4
8. Login in your ms account
9. MS store suggets you to backup from local files - agree
10. Wait.
11. Ready. Switch steam to online and play
