You mean 432 kph
You need one of these cars to achieve that:
Koenigsegg Jesko 2020
Mosler MT900S 2010
Ferrari 599XX Evolution 2012
Koenigsegg Agera 2017

And you have to tune it (Just choose the 5 star one on community tunes)

You actually don't even need to tune the Jesko to get it.

I found a 3 year old post a few minutes ago, mentioning the Koenigsegg Agera RS (2017 as MLD mentions). Just like the OP, I got the Seasonal Objective first try, without any tunes, and while I did start at the south end of the highway, it picks up speed so fast that you could start much closer to the speed trap and still get up to speed.

Can be done with the Jaguar Type D as well, but that's a bit expensive and trickier.
