is the achievement The Noisy Cartographer bugged?

I've drove down 529/531 roads in mainland map but this achievement popped up, are those two remained supposed to be hidden or something? i tried the tunnel on north side but nothing happened.
Anyways i am also happy that i got this achievement
Also the roads traveled and not traveled look different on the map

That means you still missed 2 roads.
You need to look more closely since it's tricky

It didn't unlock for me until I got them all, which was a pain.
The last bit of road was found by luck in Eliminator when I drove under a bridge. Since the road above was already found it didn't show the spot missing on map.

the achievement unlocks at 529 roads ... its been that way from the beginning!

now i found them all! the last 2 were just small sections on the map, like only 3m
