The above two DLC are not included and are no longer possible to get as they have been delisted.
There's also 3 other free DLC not included, but they are free and are available on the steam store to add to your account. It's just the above two paid DLCs now that are gone forever.
There are also two cars, the Quartz Regalia and Quartz Regalia Type-D which used to be obtainable in game for free, but it is no longer possible to produce new copies of these cars as the the license for them has expired. Only way to get them would be to buy them from another player from the in game auction house. But seeing as they are so rare now, you have to get really lucky to even see one up for auction, let alone being fast enough to buy it before someone else.
You can no longer buy (1) Hot Wheels and (2) Treasure Map DLC.
Arguably you can do without the (2) Treasure Map, but the (1) Hot Wheels is something that you can never experience anymore.
Jesus. What does this mean for the game when the whole game gets delisted because license will expire on December?
We will not get any more cars after that even if we have the game?
Nah they will still be fine and obtainable. It's just the Quartz Regalia and Quartz Regalia Type-D are cars from Final Fantasy 15 and SE are just strict when it comes to licensing. The initial licence to use them was probably a limited short term timed thing anyway.

The recent firing of the Hifi Rush team they acquired tells it all. Microsoft Games has lost its way. I hope they don't go Disney's way and course correct when it is still possible.
Too bad I don't own it on Steam.
I did manage to get FH4 ultimate in the latest sale though.
I too regret not buying Blur. It's a shame Microsoft is sitting on many IP and doing ♥♥♥♥♥♥♥♥♥ with them.
