This is not their first rodeo with delisting; they pulled similar ♥♥♥♥♥♥♥♥ with FH3 Ultimate Edition, which too didn't include all DLC before it was delisted. I doubt these scrubs or soulless corpo at Microsoft are going to listen.
What I actually find maddening is the fact that they're willing to sell DLC if it is included in the package (ultimate edition) at all but not individually. What kind of dumb logic is that? Or maybe this is their last attempt to make nickle and dime before the game is canned? We will never know.
