I have the xbox app version if I buy the full steam version it will be possible to get all the non-dlc of the game.

Will it be possible to win all the cars by playing? Or because there is no longer a playlist, it won't be possible to have all the cars in the game because it will be impossible?

Steam version is a different version so you would need to start from the scratch again.
