If you create a blueprint for a race you can change it to whatever season you like, as well as weather conditions. However it will only be for that race. As stated above, for the open world it rotates through the seasons weekly.

The seasons cycle once each week on Thursday by 10AM EST.

If you don't finish the "main story" you won't get into the "seasonal championship".

Oh ok. So if i finish main story i'll get different season on every thursday as well. I thought my game glitched or something. I have not played much. But everytime i jump into it after weeks or months, its always winter there.

You have to complete the "introduction" game play to move to the main game.

Every week the season changes at 10:30 AM EDT (14:30 GMT) on Thursdays. Each season has a Festival Playlist with various events and challenges. After 4 weeks, the cycle repeats.

There are also monthly rewards at 50 & 80% completion for the month of 4 seasonal weeks as well. IE: 50/80% completion of all of the events from the 4 seasons.
