I lost my progress in game (Forza 4)
So i recently installed the game and played it for around 2 hours, and when I tried to log in again, It didn't find any of my progress (the game starts from the beginning and shows intro)

FYI: in game it shows that I logged in with same account that I played before and also it shows all achievements I have done. but in the menu when I click "Continue" it takes me directly to select name page.

Saves are stored in steam cloud not on xbox account.

Yes and No, last save i lost had some XBOX profile stuff on it so yes, it can also be stored by xbox account. Of course, "submit a ticket" never helps.

Only a few things that are bound to your gamertag rest is stored on steam cloud.

Q: If I already play Forza Horizon 4 on another platform, will my game progress or items carry over to Steam if I buy the Steam version?

A: Your save file which includes progress and in game items on Steam is completely unique and separate from any pre-existing save file that’s associated with your Xbox Live gamertag, due to technical limitations. This includes user generated content like liveries, layer groups, blue prints, etc... However, there are a few exceptions:

Leaderboards are one per gamertag. May the best profile win.
Clubs are one per gamertag. Join once, play anywhere.
Share codes can be used anywhere.
Backstage passes and Forzathon points are linked to the gamertag.
Gift messages that have already been redeemed on another platform with your gamertag are not resent to the Steam version.

I have dozens of empty entries of cars and design stuff so yes. "UNIQUE"
