That Ultimate add-on bundle at its current sale price costs $5 more than the complete FH4 Ultimate Edition does in the current sale. So, add the cost of the base game to the add-on bundle, and it costs around 1.5x as much to get the Ultimate Edition as just buying the Ultimate Edition.
The regular, non-sale price of the Ultimate add-on bundle is also higher than the regular, non-sale price of the Ultimate Edition. That doesn't make sense. A person would save money by deleting the base game from their library and then just buying the Ultimate Edition, rather than buying the add-on pack to upgrade to the Ultimate Edition.
