is it possible to tell which car can have police sirens lights on the roof?

Not really but there is this guide on Steam someone made of all the cars that have lightbars and what kind they have. Some of it should be pretty obvious car knowledge (hopefully) like the 2010 Ford P7B Crown Vic Police Interceptor or the 1996 Chevy Impala SS but sadly not all have them like the Dodge Durango SRT or the Charger (granted its a Hellcat which aren't commonly used by US/North American departments in general).

As for siren, the closest is the Police Siren horn which requires you to be Street Racer Level 12 to unlock. This replaces the horn of all vehicles (since horns aren't tied to a specific vehicle, the same horn is used for all cars you own).

Edit: I should note that two genuine Police vehicles (technically only the Crown Vic Police Interceptor is genuine) are available either through Wheel Spin, Auction House, or event related stuff (backstage pass for Impala, CVPI might show up as seasonal reward stuff). With the Crown Vic floating around 5mil usually. Unless you're incredibly lucky like me and you can snatch up three for cheap buyout (two for 14k, one for 1mil) or get one through Wheel spins (still trying to get one from Wheel spins), you'll be stuck in the auction house bidding for one. As for Impala, no idea what the prices are usually, I bought mine for 1mil (checked, bought for 138k, no idea if this is what they usually go for though) or something, no listings at the moment. I know in Horizon 5, the CVPI is buyable through autoshow and also sounds much closer to the real deal compared to whatever garbage sound they used for it here, but that's Horizon 5, this is FH4 so. Just something to note from a CVPI owner.

Well done, 153! I knew about the Alfa 4C and Lambo Aventador, and vaguely remembered an Audi, plus the Crown Vic and Impala. But that guide says it all detail; thanks for sharing it.

Sirens are not lights. 😎 They are the loud wailing horns that rise and fall in pitch, but they have nothing to do with the lights per se!
