Navigate to {steamInstallFolder}\steamapps\common\ForzaHorizon4\media\ui\videos and rename "T10_MS_Combined.bk2" to something else. This will make it so the game displays a blank screen with no audio for 20 seconds at startup instead of the Turn 10 intro video. The game appears to be programmed to wait 20 seconds (length of the intro video) before loading the menu so you'll have to always wait as if the video was playing, but at least there won't be any audio or even video content playing.

Latest patch made the intro volume crazy high, and it doesn't follow the audio volume slider in game options.
