Possible Stutter Cause and Fix.
I think I know what the possible cause for the stutter is for this game.

I used to play FH4 on MS Store a lot. When we get a Series update for the game on MS Store, the game will start the Shader Optimisation when loading the game after the update. This optimisation, Like it happens for the first time you install the game, takes upto 5-10 mins depending on your PC.

Now in case of steam, I noticed that the Optimisation process after an update is too short. It only takes like 10 seconds to finish. The end result is stuttering in game.
This can be fixed by going to the graphics setting and changing a setting that requires a restart, after restart coming back to the setting and set the changed option back to your preferred option and restarting the game again. This fixes the stuttering I face until I get the next series update where I have to do this again.

I think for the Steam version, the improper shader optimisation after the update is the cause for the stutter.

Please give this a try if you have the stutters after updates. And if this is infact the reason, I hope the devs fix it.

Possible Fix.

You can clear out the cache for the game by going to "%localappdata%\ForzaHorizon4" and deleting the folders "cef" and "scratch" .

Then launch the game and you should see the shader optimisation, which will hopefully reduce the stutters.

It's an interesting idea but I'm not sure it's 100% the issue. I believe the issue is networking related where the game is pulling in MS Store car data from other players to use with Drivatars (or just other drivers in an online session) and that it is this pulling of data that causes the issue.

I don't think its that, like I said, I never had/have any issue on the MS Store version. both are connected to the same server. Also, the stuttering happens in solo mode too. I think you can also try disabling the user liveries (I remember seeing that option) to disable livery download and test it.

Given my experience between the two, I suspect its memory mismanagement. Every time the Steam version has a stutter fit, theres a mountain of page faults. And crashes, exe, dll, etc, it's always xc0000005. That's a memory access violation.

For the MS Store version... I can't say. I've never had it crash. Or stutter.

Starting to sound like an attempt to draw people to the ms store for some inane reason. A moronic idea but this is microsoft we're dealing with, they were founded on Mt Stupid.

Bud, he's just pointing out that for this specific game, the MS Store version is actually superior/stutter-free. I've had both, and that's just the reality of the situation. The MS Store is lame overall, but for Forza fans, it's better.

I played like a day at ms thanks to gamepass, but when I decided to buy the dlcs I saw how expensive ms is. So I decided to check steam and voila, I got the pack with both expansions, car dlcs for a quarter of the Microsoft store's price.
I also never encountered any crash nor stutter during my playtime there. but when I got the steam version, it's ♥♥♥♥.

I also notice the GPU usage drops down to 5-10% when the stutter happens. If i turn off full screen, the frame rate is stable again and GPU usage goes back up. Definitely is something happening with the game behind the scenes.

All I wanted to do was play the bloody game without getting extreme motion sickness from the constant lurching. Unfortunately, I ended up paying them twice to do that... At least I was able to nab it for half off during their spring sale, I guess...

seems the issue is carried over to steam and prolly more seen as there is other factors involved.
Before I dropped even more money on this game I made extremely sure it was stable as a gyroscope over there before I paid for it. Again... And thankfully, it is.
I'm honestly surprised Valve didn't shut down the store page for it being a faulty product after two weeks of Sumo trying to "patch" the game's issues. Then again, they get 30% of the sales... so profit probably outweighs conscience.

My stuttering was fixed when i changed the Dynamic Render Quality to Low even tho i was getting 110 fps on ultra the stuttering was painful. After that i put it on medium and i still don't have stuttering but if i put it in high it starts to stutter again
