There is almost no difference except trading cards and achievements.its the same.

Store and Xbox has cloud save, and can transfer progress, while Steam version can't transfer(but other games from Xbox on Steam can???)
Steam version basically have to be the same with Xbox/Store version to crossplay. They can be different on how the game engine executed, but not the whole game and engine. Update/Patch/Content must be in-synced.
modding an online game will get you banned. Don't. The online "modding" you can do is to design paint and change car setup, in-game.
Benefits of Steam? it is on Steam and trading cars. Downside: Store version is Xbox play anywhere, meaning buy 1 get 2: Store version and Xbox version.
They only need to upgrade there source-code to adapt win32 shipping instead of uwp shipping.
MS has document on migrating applications.(for developer). games mostly runs on its own engine which is not depending on the system. The only concern is how do they execute that engine on the platform, meaning the shipping.
The game itself is on MS Windows 8-10 environments already(UWP exists since Windows 8, Xbox runs on heavily modified Windows 10), meaning porting to win32 version is easier: MS Xbox is running the "porting to Windows" war with Sony recently. But coming from Store to Steam is kinda extra move because it's Windows already. Only things I can think of are that Xbox wants more players and money from trendy game Forza.
