It's really not a good idea to ask this because your thread will turn into a never ending argument about pricing, content, etc.
Do you want the game and can afford it? It's all on you. The Ultimate edition has everything except the Hot Wheels pack. If you get it, you don't have to worry about missing any of the game's extra content. All-in-one pretty much.
This 100%. Go with what you can afford. Either way, if its something youll play, youll enjoy it either way. I went with the Ultimate Edition cause I had the money, Yeah it was expensive but at least I have the expansions and some of the car DLCS. I know I was gonna enjoy it either way

And I could have sworn I saw some marketing with the Smart clearly visible that made me want the game in the first place. I got it discounted, I think, but it was still a significant buy for a video game. Now apparently, a game I can't drive the one featured car I wanted.
So, in short if anyone is still considering this game now in 2022, research which DLC is not around anymore if you have any cars in particular you were expecting the game to contain.
I just googled. The Smart Fortwo was in Forza Motorsport 4 and ONLY Motorsport 4, not Horizon 4. Was never featured in any other Forza games, Motorsport or Horizon series.
You are however correct that two certain free DLCs for Horizon 4 have been removed (you can still get them with the Steam link) from Steam store though.
