Don't know about those but all DLC cars are available offline and online in FH3 as long as you purchased their respective DLCs.
IU was genuinely intrigued if this game would launch offline so I disconnected my internet cable and launched the game and .... was able to play normally.
So no, this game does not requires you to be online to play and will perfectly launch when disconected from internet.
Next time, maybe try it out before spreading fake info.
Well, my UWP version doesn't launch either if not connected to the internet.
We're on Steam and Steam version runs offline. Have no clue what UWP is btw.
I've checked again and figured it out. If you want to play offline (MS version), you have to open Microsoft Store and go to settings. Then scroll down to offline permissions and enable the option that allows your pc to run apps and games in offline mode. And it should run with all content without any internet connection.
But watch out, this option can be changed 3 times in one year so you have to be sure which PC's you want to enable for offline play.
