- My NAT type was open and server connected in xbox networking (had to hit fix and check again sometimes)
- In device manager/add legacy hardware there was no microsoft teredo device but I did add one labeled "TAP Adapter V9 for Private Tunnel"
- IP Helper and Xbox Live Networking Service in services are automatic and running
- Window Defender Firewall is on
So here is what finally did it for me:- First I had to go into my router and disable UPnP and enable DMZ
- Then Window + R and search msconfig
- Deselect the Load startup items
- Go to service tab and check "Hide all Microsoft Services"
- Select the disable all option and hit ok
- Restart PC
I do not know if this will work for you but it works for me and I will edit this if I run into any more problems. If it does not work I would recommend contacting xbox support but do not say it only happens in Forza Horizon 4 because then they will send you to Forza to support a ticket and get nothing solved. Plus xbox support has 24/7 chat which is easiest. Hope this helps anyone going through the awful problem I was.now back and enable UPnP and disable DMZ because UPnP is not save for your pc. this what I did and its still work with me
