It's quite unbelievable, I know. I know how to draw, but I can't for the life of me figure out how they do it in game. I tried once and I can tell it takes a long time and a very unique set of skills to pull it off.
Look for tutorials on YouTube. There are a few of them. They make it look easier than it really is though.
Yea I bet they use second screens with a example picture and then try to rebuild it on the car. With exact scaling and so on. Quite impressive.

You can use any sticker, whether is yours or not freely. The only ones you're allowed to publish and get the bonus credits are the ones you create from scratch. Same with paint jobs.
Yea, I meant that I can use my own stickers and release my whole creation. Makes sense that I can't use stickers that others created (with lots of time investment I guess) and publish my whole creation.
Yes. As long as you create everything from scratch, you are able to publish it. You can either publish stickers individually, or the whole car design as one.
