#2 SteamLibrary\steamapps\common\ForzaHorizon4 Delete all files , not folders. (300~400 MB)
#3 Verify and download new files.
#4 Scan SteamLibrary\steamapps\common\ForzaHorizon4 folder with your anti-virus app.
#5 Restart pc and try.

Worst thing is neither of the workarounds or fixes I found either here or elsewhere work.
Yes I did all of the things suggested by developer posts and community posts alike to no success plus a couple of things of my own design to no success.
The fact that the devs ignore the launching issue, does not shine a very good light on them.
Anyway this is clearly an issue on the software side of things and clearly on the developers side.
Forget about me ever buying Forza Horizon 5. Not with this approach from the "tripple A industry". lol what a joke...
this worked for me even i didn't restart my pc. Thank you.
