Maybe something with steam big picture controller mapping?
I found this:

Thank you for continuing to report this issue, as other players are seeing this issue as well please make sure you are properly updated via your wheels branded page and as well as your system. and allow are team to look into this issue, for now we will announce to the community when we have a solution...
So yeah, no solution at all :(
All my other racing games run 100% no issues.
Very dissapointed in FH4 and Steam
Forza Motorsport 7 from MS store works correctly.
Forza tends to crash if the wheel disconnects or is interrupted (make sure the cables are firmly in the unit and tied down).
The clutch issue seems to be related to Steam users, makes me think if Steams controller stuff is interfering with this particular model.
G27 has a few problems in some games where G29 does not. For example: G27 'can' cause massive stuttering issues if the G HUB software is open in ETS.

finaly I solved this sh*t...
Simptoms:
Wheel Logitech G27, Windows 10 , Forza horizon 4 Steam Edition do not see clutch axis. Installed last driver from logitech what is provided by vendor now for this whell. (lgs510_x64)
if I try demo from MS Store there is no issue.
Reason why this is not functional:
finaly reason for this behavior is in Logitech profiler. Game from MS Store is functional because it is sandboxed as UWP Application and profiler has not power to do his dirty job.
(proof for this is in profiler config xml file, there is maping only for 3axis) you even can modifi this config with notepad.
location is in User/AppData/Local/Logitech/GamingSoftware/*.xml
default settings:

you can rewrite Source ID to value 4 for use Clutch pedal as brake (destination 8) for example, but adding new maping for clutch is not functional for some reason. May be there is some settings or hardcoded things that limit output source to 3 Only....
So if you game use input from "logitech" filtered data, and not raw input you newer by able use more that 3 axis...
resolution:
you must use microsoft provided drivers. so completly uninstall Logitech tools.. and make sure your drivers on wheel device is:
"USB input device"() and "HID-compliant game controller"
if drivers is not configured properly you must reinstall drivers by device control panel/ update driver/select driver manualy
your drivers events must look like this:

Well now wheel is joystick without special drivers, if you look to control panel there is windows clasic joystick testing utility. Whele is X, Clutch is Y, and there is 2 sliders (gas and brake)
now you can define custom wheel setings in forza4 to complain your needs
only one issue left, without logitech profiler there is no GUI to set advanced configuration of wheel like 900st angle. but there is workaround.. you can USE hidden whell configuration via pressing whell buton in same time ;P
