Ultimate base game + car pass + formula drift + VIP pass + Lego Valley expansion + Fortune island expansion.
The car pass contain all DLC cars except Hot Wheels DLC.
The VIP pass contains VIP Vanity Items, VIP Emote and Car Horn, Free Player House, 2x Credit race rewards, weekly bonus Super Wheelspins.
The Ultimate has all the goodies, with the exception of the Hot Wheels DLC, and those cars are not really that good from the reviews I've read.
How should I know?
I personally bought ultimate, not regretting it but that's me.
I had to buy/add them to my collection from the shop I accessed from my home.
Been a long time since I added them but they don't add to your garage automatically.

I've been to the all cars page but not from an actual home and it was just opening the steam shop page.
Getting there from an actual home does indeed let you get them for free.
I guess it's worth getting the ultimate edition then
