A large part of it is because many of the characters in VNs are underage, and even with the "all characters are at least 18" disclaimers most VNs include to cover themselves, Steam probably doesn't want to take its chances with the industry as a whole.
Oh, thanks, now it explains many things. VN called Everlasting Summer has its annoying disclaimer about everyone being adult there, which is obviously not true considering the story taking place at summer camp. But i have a VN game Selene Apoptosis in my library, which has a paid 18+ patch. Though there are no schools or summer camps in the game. So as i get it, the problem is only with topics related to minors?
