No need for cheats when you can use a bug :P create a config in the unit editor, start a skirmish with that config, leave the game, start a singleplayer game, and your config is still loaded ;)

Use the unit editor, make a custom one with prefered stats for ONE and only ONE of the 3 "races". Go into multipayer, Solo, use the Unit data with the same name, enter a match, leave the match, go SP campaign, the stats will carry over. Its not a cheat, its a feature, yet most people dont know about it.
