Crew cards?
What do these do?

I'm guessing you mean adding additional crew to your ship (an option when you level up)

Somebody else will have to step in if not.

When you complete a certain milestone with a captain you can then add them to the crew with other captains when you level up, gaining their special upgrades - one of which generally improves their associated weapon, and having them in the crew also lets you Super the weapon. These upgrades can be chosen at level up or are granted automatically if you've spent Space Cubes on them, which eventually provides a huge boost for one level-up choice.

I'd say you generally want your crew to match your selected weapons. You can banish crew once you've unlocked them from the various menus which will help a lot.

I see this in the patch notes:

"Card Selection

First Card Slot in the in-game Upgrades will never be a Crew Card"

I guess you can disregard what I said, because I have no idea what that means.

I've picked these cards and they don't seem to do what the card says, at least in my current run. I was wondering if maybe they did something to the other character or unlocked something on another character. I'll try to pick one again, maybe it was a minor thing I couldn't see like a tiny fireball or something.

The first "skill" for a character is their signature weapon boost. It does nothing if you don't have the proper weapon, so you have to make sure to pick up the proper weapon for each crew member. The 2nd/3rd skills should function properly even if you don't have their weapon.

To give an example for Grimmwold's excellent explanation:

If you buy the Vermillion crew card during a levelup in-game, you'll notice the first bonus shown on her card is something like "+2 fireballs" (or some other fireball modifier, can't recall exactly). If you already have the Fireball weapon then the bonus will take immediate effect, otherwise it won't do anything.

If you later buy the Fireball weapon during a levelup, her bonus will immediately take effect at that point.

The rest of her non-weapon passives will take effect as soon as you buy her card, since your ship inherently has things like Hull and Shields etc.
