Report a translation problem
In case of Time Wasters, the default save location is somewhere under your "Documents" Folder ("Documents\My Games\Time Wasters\Profiles\...").
So yeah, when you formatted the C drive, you deleted your save files with it.

And if you don't find "Time Wasters" in your cloud storage (see https://store.steampowered.com/account/remotestorage ) then you might have already overwritten your cloud storage with your now "empty" save location (so with "nothing" and thus they got deleted).

Actually most game saves nowadays in windows are under C:\Users\*Username*\AppData\
For Time Wasters its C:\Users\*Username*\AppData\LocalLow\Proton Studio\Time Wasters
While that might be true for most games, it is not true for Time Wasters.
I know, because I checked.
Next time you should actually look inside the folder you're incorrectly telling people the save file is in. Becaue all you can find in there are some log files and that's it.
The Save Files are actually in the Documents/My Games etc. folder, as I mentioned above.
