after formatting pc, all my data is gone
I installed the game on the D drive and formatted the C drive to reinstall the OS.

Today, when I tried to play the game again, all my saved data was gone. The game progress was reset to the initial state.

I checked Steam Cloud, but there were no saves with the name "time wasters."

How is it impossible to recover? I'm so sad......

Even when your Steam folder is on D or any other drive, the default folder for saves for many games are usually on the drive of your OS (so in your case, the C drive).

In case of Time Wasters, the default save location is somewhere under your "Documents" Folder ("Documents\My Games\Time Wasters\Profiles\...").

So yeah, when you formatted the C drive, you deleted your save files with it.

I didn't realize that the cloud saves could have overwritten the 'empty' folder.... XD

Actually most game saves nowadays in windows are under C:\Users\*Username*\AppData\
For Time Wasters its C:\Users\*Username*\AppData\LocalLow\Proton Studio\Time Wasters

Thank you for incorrecting me.

While that might be true for most games, it is not true for Time Wasters.
I know, because I checked.

Next time you should actually look inside the folder you're incorrectly telling people the save file is in. Becaue all you can find in there are some log files and that's it.
The Save Files are actually in the Documents/My Games etc. folder, as I mentioned above.

I can confirm Yinan's conclusion. And I am sure everyone who installed the game normally will find this the case for them as well. Sir, he got you on this one. It can happen to anyone. It could've even happened to him. But this time it was you.
