How precisely do you meet this ghoul? Ive looked for him and cut the fence at the camp twice, and never seen him - am I doing something wrong? When exactly am I meant to meet him?

In order for him to show up at the camp, he has to live through the gas station encounter before you make your first delivery to the Prince. I'm not sure if you'll still encounter him and have the option of allying with him if he survives but you reveal your nature during the gas station encounter, and I just did a quick test of using Dominate to make him forget and going through with the usual Humanity choices followed by working to aid the migrants twice, and he didn't show though he WAS there and able to be investigated, so I think the criteria are:

1.) Raul must survive and remember the wight attack
2.) You must investigate Raul at the camp
3.) You must aid the migrants twice (fence and van)
4.) You must not show your powers to Raul if you want him to become a ghoul later

I could be wrong.

I don't believer you have to help the migrants twice, and I don't think showing powers matters either since I've managed to recruit him after killing the first wight with protean.

I've managed to get him in two different ways at the camp:

By clipping through the fence to help the migrants (leaving supplies doesn't seem to work)

Or by failing the conversation check with Elin so hard that her ghoul tries to kill you after you leave the tent.

The key part seems to be that you need to help him kill the ghouls after speaking with Elin.

Weird. I showed powers once, during the camp, on a high Humanity run during the Raul fight scene, and the little ♥♥♥♥ shot me for it later.

Ok, i managed to talk to him, and help him kill the ghouls, but he still didnt become my ghoul. Like, where am I ♥♥♥♥♥♥♥ up here? he just leaves.

What is your Humanity rating at, what exactly did he say in the convo before he left, what did *you* say, and did you show vampiric powers at any point?

Humaniy 4, he said something about being disappointed I wasnt something more than human, I told him everything, I used celerity when killing the ghouls.

That's strange. If you used your powers in front of him and admitted you were a vampire, I don't think he should be saying that. I'm not positive, but I feel like that might be a bug.

Also, even if he for some reason thinks you ARE just a human, I don't see why he wouldn't ally with you given your actions and his character drives, but I didn't write the game nor have I seen that particular line of dialogue, so... *shrugs*

My suggestion is to restart, note your options, submit it as a possible bug. If you wouldn't mind the extra effort, I'd like to know the exact options you chose as well so I can fiddle with this.

If you tell me some things about your character, I'd be willing to play through to the point where Raul joins so I can tell you what responses you need for that character build. He's my favorite NPC, so I don't mind the extra effort.

I am pretty sure that once you have successfully made someone your ghoul, it doesn't matter what you tell them. Telling everything after ghouling wouldn't be a masq breach. They are now dependant on you and will obey you.

ps. I made a ghoul out of the scientist at Invidia Gauls camp. Ive never ghouled Raul.

This is true, but also maybe in the wrong thread? This thread is about how to get Raul as a ghoul, not what happens after.
