It doesn't really matter all that much. My lazy default is to use boots with Recharge socketed in them because start-of-turn effects can't be prevented by Elves and running out of spell charges is always a potential threat. This build uses the "immune to damage" defense, and deals damage that scales with the victim's HP so, relative stats are almost completely irrelevant. Spell slots and spell potency are my go-to for trick slots.
I posted this build a pretty long time ago and I've learned some stuff in the meantime. Nowadays I usually include Starless and Pumpkin Spice when I used the "immune to damage" defense so I don't have to worry about Everything's Gone or Pure Love. I also now prefer Secret Recipe + Myrtle's Perseverence to Break Down And Cry + Pandemonium Rebirth.
Keep in mind that this build doesn't work without the anointments and it will hit a wall against creatures who are immune to Blight, so make sure you dedicate some spell slots to a "plan b" strategy. Holy Blast + Warp Reality is a solid choice. You'll also want the standard just-in-case stuff: Astral Dimension, Greater Dispel, Recharge, a party rez spell, etc.
