How to get Tier II units ?

Hi,
I am on the first map (the one with Equishm and Grimar Harbor). I have to fight level 9 units Tier II. I am level 11 but I can not access to Tier II units.
Did I miss something?

You need to uprage your castle to higher level and buildings where you recruit your troops. It will be possible when you progress with the story. You don't have to clear whole map before you move to the next area, you can come back later and finish what you've missed.

Ok. I am actually to the Widow plains. I cant go bat to the pits. The only place I can go is Widows plain. Is there a way to move somewhere else or I didnt finish what has to be done?
