You could expect some negative reviews if they'd promise full localization but only as a patch to come later, they made bunch of statements that it will be localized upon release for CIS. I hope you could understand how unhappy would people be who can't enjoy the game fully in English.
to honour the dedication and support we have received from many active Russian-speaking players in closed alpha and beta, we have decided to release Disciples: Liberation with the full Russian language localization including voice overs and subtitles.
This however means includes adding voice recordings for 40+ actors in 75+ roles and 7,500 lines of recordings to the game, thus had to move the launch date for Armenia, Azerbaijan, Belarus, Kazakhstan , Kyrgyzstan, Moldova, Uzbekistan, Russia, Tajikistan, Turkmenistan, Ukraine and Georgia to November 18th.

The good news is we'll meet a bit more polished game.
It is the weirdest way to "honor" CIS players. Some of us speak English, you know.
Can I somehow change region or use VPN to get it today?

the Russian voice over was not planned in the previous development plan of Disciples: Liberation. It is very important to us that the Russian voice over meets the qualitative requirements of the community and we deliver the same quality as for our english players right from the start.

Well, that's your problem. You forgot about the market that really loves this franchise. And you should take responsibility for this. The way you're taking it, however, is... not clever to say the least. You're not delaying a localization patch (which could result in some bad reviews, yes, that's exactly the responsibility i'm talkig about), you're delaying a whole game in a region that is also a part of global gaming community.
And you're still dodging the biggest question. Do you understand that Kyrgyzstan, Moldova, Uzbekistan and others are inependent countries that have their own languages? Do you know that ukrainians weren't really happy with the new STALKER trailer because of a single word (Chernobyl)? What you're doing here is plain wrong and a blatant disrespect to citizens of so many countries. Again... it's surreal. That's the last thing i would expext from a modern company.

You do not seem to understand.
By keeping russian people out of 21st october release, you make them angry.
Because they cannot play the game they want to play (jn english).
Most russians can speak english !
The anger will be much bigger when you FORCE them to wait 1 more month compared to let them play in english and release the russian patch 1 month later.
You do not even have russian language support on the Steam page under supported languages. So why you do not allow russians to download your game today ?!
The hatred from russian people will be big and they will vote your game down like crazy.

What are you talking about? You completely miss my whole point. I don't need localization at all. All I want is for them to look at us just as they look at others. You're not part of CIS, so you gonna play this game today. And we're not. We'll have to wait till november 18. Not because of language, but because the game will not be released here.
And again, yes there are a lot of russian-speaking people in Ukrain and other countries. But there are also people who don't speak Russian. All those countries are not Russia. Russia is juct a single country.
