I don't own an Xbox 360 controller so I can't check it, but you can try the steps below.
Do you get it to work for other Steam games?
1. Make sure the controller works on your PC and you have the right drivers installed
2. In Juiced! go to Options > Controls. Select the desired gamepad scheme and find the input channel that says "Connected". Sometimes unconnected inputs appear as connected so keep changing the channel until the game responds to your controller input. For Xbox 360 this should be input channel 0-3.
3. If this still doesn't work, check your gamepad configuration in Steam. Steam Big Picture Mode -> Settings icon -> Controller Settings
