It may help to right click on the exe and adjust certain properties.
I'm looking at it in Windows 10.
Right click the "Game" exe > properties > compatibility > change high DPI settings.
toggle options like "Run in 640 x 480 resolution" and "Disable fullscreen optimizations",
and, in "change high DPI settings", it may help to check the boxes labeled
"Use this setting to fix scaling problems [...] instead of the one in Settings"
and
"Override high DPI scaling behavior [...]"
that way you can, I think, override system wide scaling settings.
Using windows 7 compatibility mode may also help.
