Technically you can play it solo if there are no other players in queue. It will fill yours and the enemy team with bots. However, you have on control over this. It's not possible to play offline though.

That is indeed regretful, game looks good but a game that has no solo nor offline option is a skip from me.
Hopefully there will be a single player proper version of this game.

Mega Man X DiVE was an online game and they made an offline version of it for sale when they were shutting down the servers, the same happened with Suicide Squad where they updated the game to allow you to play it offline, just when they're about to close the servers. So it's not impossible for them to do the same with this game, it just depends on Capcom's goodwill.

Well, not to be a downer here but I'm 99,99% certain that relying on CAPCOM's goodwill is a bad idea. Just like relying on any huge corpo's goodwill, really.
I'm not saying they won't do it on purpose, they most likely just won't bother doing it. Like, not due to some evil intent against the players/customers but because of general lack of care.
