Is the 35$ starter pack worth it ?
To have good cards to build the first deck and to support devs ?

i think you would be better buying the thronebreaker if you like that sort of game it gives a lot of rewards for gwent

If you are a beginner it might be more beneficial for you to buy an intro deck or faction pack. They are by no means perfect but it offers you a solid base to start with.
Some of the starter packs are ok. Dont ever touch the faction intro packs unless you're loaded :D

Starter pack contains 35 kegs. $1 for a keg. These kegs contain expansions related cards as description says.
Also there are factional packs $3.93 each (5 kegs, 1 gold card, avatar border). $0.786 for a keg.

And these kegs contain cards from all expansions and base game if I understand correctly. Don't know why starter pack priced higher, maybe because it contains specifically expansions cards which are more desired by old players that naturally already have all base game cards. So difference in type of cards selection pool: factional contain cards based on faction, starter based on expansions.

For new player factional packs are more profitable. New players lack all these cards. But I would recommend just to play for a while with basic collection. You could get ~20 kegs in a week with in-game currency winning approximately 6 rounds a day (3 won games). If you add rewards for daily quests and seasonal tree it's even faster.

The bugs happen after new patches and updates, yes. But all these issues are hotfixed usually right away. 99% of the time I don't encounter any bugs.
