I think i found the sollution, wich is , quite embarrassingly, on the cd projectr red website itself :

My overlay was not enabled , so the game could not display the initial login screen !

hi guys, I've just turned off the Avast and the connection was stablished. Even though the inclusion of gwent on Avg's firewall exception list, it only worked with antivirus disabled. Sent an email to redprojekt pointig this.

Stop using Avast. Its 2021 and Windows Defender is legitimately one of the best solutions you can get on a non-enterprise Windows device.

Plus, regarding Avast in particular:

https://www.pcmag.com/news/the-cost-of-avasts-free-antivirus-companies-can-spy-on-your-clicks

"Avast is harvesting users' browser histories on the pretext that the data has been 'de-identified,' thus protecting your privacy. But the data, which is being sold to third parties, can be linked back to people's real identities, exposing every click and search they've made. "

https://www.consumerreports.org/antivirus-software/time-to-stop-using-avast-antivirus-software/

"According to articles published Monday by Motherboard and PCMag, Avast’s antivirus software appears to track users' clicks and movements across the web, collecting data on things like Google searches and visits to LinkedIn pages, YouTube videos, and pornography websites."

thanks for the tip, but I keep Avast. Sensible content is always opened on Tor with disabled Avast, and in a generally way, i dont care what they do with my FB ou YT traffic data. I just don't buy the advertisement, and this is it.
If one day i got caught in something really sensible by illegal data mining, I got LGPD (protection data act in Brasil) who gonna support me in my indenization and responsabilization with servers and hosts.
But I apreciate your care and time! tks!

I had the same problem, both on GOG and STEAM. I found no solution. In the end, it seems that the game clashes with my antivirus, in my case Kaspersky. I tried to add the game to the exclusion list, but it did not work. The only way to launch the game and get pass that problem is to shut down the antivirus protection for the time that I play the game.
