So, I've heard that the achievement is obtainable since the last hotfix, but it doesn't seem to pop retroactively, any advice from a fellow achievement hunter ? :(

Yes... that's why I'd like to know if some people here had solved the issue, but it seems there is not a lot of readers of this forum :(

finally somehow i got it:

i had to use my old account which was created when the game came out on android, because i already have all leaders unlocked on my main account.

i'm pretty sure the order i spent my reward points was:
1) unlocking Eredin secondary skin
2) unlocking Woodland Spirit leader
3) unlocking Morvran Voorhis leader
4) unlocking Francesca leader
5) unlocking Adda leader
6) unlocking Bran leader
7) unlocking Hemmelfart leader

so this should be theoretically enough, you can try with a fresh account, now it's kinda good time to get a lot of reward points with this month's seasonal and the journey event. anyways the achievement is very buggy and even this might not even work for you, but i'm happy it finally worked for me.

i did not spend any other points on anything else, you can see my reward book screenshots here on steam.

Hey jolobolo could you please tell us where the achievement popped specifically? (after unlocking the last leader, after changing the leader skin, after an online match....).

Seems debugged with the new patch, I just had to buy a random leader and it works !

For me it worked to claim an old thronebreaker leader via reward tree, although I had already crafted him with scraps back then.
