I've not heard of that. I looked around, but couldn't find the Steam achievement manager, so where is it? On Steam?
It's a hack tool. It can be used to get achivs for games. Not really advisable to use it for VAC games

Pfff, what a dumb setup. They should have done what Microsoft did with Halo MCC and made the Steam Achievement trigger be the presence of an Xbox achievement (Or in this case GOG achievement), not the action itself.
To paraphrase, it should act like this:
Action 01 > GOG Achievement 01 > Steam Achievement 01
Instead of this:
Action 01 > GOG Achievement 01
Action 01 > Steam Achievement 01
Oh well...
