Just to be clear, do you think you need to get that skill to change weapons at all? I'd assume not, but that is what your post makes it sound like. You can swap to any weapon your class can use any time you want out of combat, and most classes have about 8 weapons to pick between at base.

Each class has several new weapons they can use that were introduced through elite specializations in expansions. The weaponmaster unlock mainly lets you use those weapons outside of the specialization that unlocked them, though it also unlocks an additional weapon, yes.
Weapon master allows you to unlock weapons, that arent tied to elite specs. So yes, for example, if you want to use greatsword on harbinger or scourge, instead of reaper (specifically talking about necromancer here) you have to unlock weapon master. Another example would be torch for warrior, normally locked to berserker, can be used on other elite specs too with weapon master (not that you would, but you can). I would take a look at the Wiki, to see what weapons are normally tied to what elite spec, where weapon master could benefit you, if you want to use that weapon, with a different elite spec.
To aquire the weapon master ability, you will need to level a character to level 80 and then unlock the weapon master ability in SOTO. After you get the weapon master ability you can use the weapons unlocked at any level on any new character you are leveling. You are still restricted that you can only use class weapons, but you can use any weapon that class can specialize into.

There are 2 different abilities in SOTO you will unlock. 1 is easy to unlock once you arrive in SOTO, the other requires you to go to several points of interest and interact with them. I don't remember which ability unlocks which weapon skills.

WvW is large scale PvP. 3 teams of around 60+ players per team per map fighting across 4 maps for territories. Testimonies of Heroics isn't difficult to grind, just takes time.

If you do go to WvW, best to join up with a zerg/WvW guild. They'll help you out. Don't be a roamer until you are confident about your skills.
oh lord..... well im beyond terrible in pvp on mmorpgs like my skill is like someone that never pvps and i dont in games like that. that is a massive downer =/ thank you

Well, then you still have the first option which is through Secrets of the Obscure. Once you are on the third chapter of the story for SotO, you are able to unlock weapons master from Frode. The necromancer swords however require further progress into the SotO story to unlock the map Inner Nayos for the expanded weapon proficiency all classes are then able to use an additional weapon which can be tracked via Astral Ward Arsenal achievement.

Honestly, I haven't played this for a long time. Part of the reason is that I made it to level 80 pretty easily - and quickly. You never level up again after you make it to 80 though. You just go new places and try to get new stuff. My biggest problem was that I was not (and still am not) the type for MMORPG's. I ran with the groups and did what I could but never made any friends with other players, and some features are not easy without having a team of sorts. It just got boring.
WvW is not that hard. If you find a zerg group, you don't even need to be good. You'll learn at least how to not get left behind, and how to take opportunistic shots on enemies that get seperated. Even if you absolutely stink at pvp, half of what you do in WvW is PVE. You enter castles and kill boss enemies, you enter villages and kill elite mobs.

Sometimes the other teams are trouncing in a completely different map and you don't run into any players. I have never touched the pure PvP mode (5 vs 5 or what ever it is) but I have done WvW and I have tons of the WvW currencies and it's phenomenal for buying things like hero points and other materials.

You should dip into it. Find a large group, stick to them. Heck, if you come up with a super tanky build for your character, you might have a lot of fun shrugging off people's conditions and cc's. I sometimes do that when I just can't seem to get any kills, because you still get credit for sneezing at enemies.

Only for legendary gear for the Gifts of Battle. For the weapons master training and expanded weapons proficiency, no. You can unlock them through WvW as a choice or through PvE. Same choice exists for elite specs.

Sorry for offending you. But here's one last appeal because reading the word "forces" really bothers me. In GW2 there's 2 major pvp modes, Spvp and WvW. In Spvp you win matches generally by killing players. That forces you to pvp obviously. In WvW, you only need to accomplish anything that fits the super broad category of "objectives". Killing players in WvW isn't an objective, so technically you don't ever have to kill enemy players.

I sometimes go in solo just get some participation, and all I do is look for an isolated village, pop some mobs, and flip village to my team. Then I can just sit around for a while at base, because rewards in WvW trickle in over time so long as you "recently" participated. Also if I see a player I just run. I don't really ever kill players unless I'm in a group, which I don't do very often. I'm not a PvP centric player and I tend to be more of a support player in PvE.

If you don't care for that, then that's fine. I just wanted to save you the trouble of having to slog through the beginning of SotO which I particularly didn't enjoy as an expansion.
