What is the commonly accepted definition of pay 2 win?
Pay to win is when the game makes things very difficult to accomplish and there is an instant shortcut for people who are willing to buy it with real money.
Can you give me an example of an MMO that's not pay 2 win (by your definition)?
I think you'll struggle to find an MMO with a more player friendly business model than GW2

What the majority of people view as "pay to WIN" nowadays
is exactly "pay for CONVENIENCE"
Back in the day, paying to WIN was directly buying items that give you an EDGE over other players stat-wise in which you could use that advantage and either BEAT other people competitively or do things other folks wouldn't be able to do without that paid item.
GW2 PvP is equalized.
GW2 Fractals are still do-able with zero card swiping (I'm up to fractal 50's with decent agony infusions and a few Ascended items to slot it w/ ZERO swiping and all with minimal gold expenses since the game throws upgrades at you relentlessly)
Paying to speed up a process isn't "winning". That's literally convenience.
No matter what the weebs want to SJW force it to be redefined.
Elite Specs *could* be counted as P2W since it gives other people things that COULD be an advantage where free players wouldn't have access.
But thank god Arenanet makes the base-classes viable to compete too.

This game is super generous with rewards and progression.
There isn't a single point in time where you're saying "DAMN, I wish I dealt as much damage as that player... I'll never be able to because I don't swipe"
More like: "Wow, that skin/legendary looks so cool! Damage and gameplay-wise I'm EQUAL with him, but I definitely have style-envy. Guess I'll have to PLAY the game and I'll ALSO get it but for free!"
TL;DR: Game is 100% pay for convenience. NOTHING you can buy gives you meaningful advantages over free players that leaves them in the dust.
Remember that free players can also get gems by trading in-game currency to get all those "P2Convenience" items too.

And best class/Specializations are lock behind DLC so if you dont mind you do 70% less damage it is fine.
The more game content you have, the faster you can make gold.

About steam player base, it came to steam in October 2022. But next week they are celebrating 11 years of the game launch.
If you have acess to the expansions, you can have the same mounts. Yes, they change the mount skin, but skins doesn't have any stats, it's just a cosmetic stuff. Mounts are a feature, not a P2W thing.
Will tell me that FFXIV it's P2W because you need to buy an expansion to play one specific class?
About legendaries:
IMO, Legendaries items are for convenience. Just a QoL equipment.
It has 2 main features:
1 - change item stats and runes/sigils when you want or need. Legendaries doesn't have higher stats than ascended items;
2 - legendary armory. If you have a legendary heavy helm, all you characters that can equip a heavy helm can equip that legendary helm at same time and all can have different stats at same time.
