Looking for Guild and active PVE server

Literally any. Servers haven't mattered since ~2014 when they merged them all together for PvE.
It's only WvW where your server has any impact on the game.

Often, Guilds specialize. So, you may wanna join several of them depending on what you are looking for and those that suit your needs.

For example, there are ones that specialize in Farms. Others may specialize in Raids or Fractals. Since you can be in up to 5 guilds at a time, it is best to be in multiple guilds that have their own specialization.

Also, take your time and don't rush into guilds. There are plenty to choose from, so don't feel the need to rush into one.

As above, all players present in the same megaserver (NA or EU) can still meet each other in open world content and LFG groups regardless of which individual server they're associated with. Server choice only kind-of-matters when it comes to World vs. World (an open-world PvPvE game mode in a VAGUELY similar vein to the likes of Planetside or Foxhole) - though even that is supposed to stop being a concern at some point in the future (though from what I understand, that solution has been under development for at least a year or two now with no end yet in sight).

You should try WcW.

In WvW it is not a must to play pvp, you can also simply kill the monsters, the guards of the computer like in pve.
In WvW you will often find big bus (groups of many players together) following a commander (a colored shield)

Most of the time most of the players of these big bus are in the same guild and will offer you to join.

You can be in 5 guilds at the same time.
